国新ISPM15木制包装进口规定

Effective September 16, 2005, the U. S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) will enforce a new international standard called ISPM 15 that applies to wood packaging material (WPM) imported into the United States. APHIS's adoption of these stricter regulations on WPM is in keeping with many other countries which are adopting the same standard developed by the International Plant Protection Convention (IPPC). 

从2005年9月16日开始，美国农业部动植物健康检查部门将会执行ISPM15 这个新的国际标准来应对进口到美国的木质包装材料。这个部门对木制包装所采取的更为严格的措施是为了和其他国家按照国际植物保护协议制定的同一标准保持同步。

WPM is defined as wood or wood products (excluding paper products) which are used to support, protect or carry a commodity and includes pallets, crates, packing blocks, drums, cases, skids and dunnage. 

木制包装材料是指通常用来支撑，保护或者承载某种商品的木材或者木制产品（纸制品除外）包括托盘，板条箱，包装垫块，滚桶，箱子，滑道和缓冲材。

ISPM 15 requires WPM to be either:

Ÿ   Heat treated to to a minimum wood core temperature of 56 degrees Celsius for a minimum of 30 minutes, OR

Ÿ   Fumigated with methyl bromide

Furthermore, the WPM itself must be marked with:

Ÿ   The IPPC logo

IPPC的标志

Ÿ   The two letter ISO code for the country that treated the WPM

The unique number assigned by the national plant protection organization to the company responsible for treating the WPM

国家植物保护组织对有资格处理木制包装的公司发给唯一的编码。

Either the abbreviation HT for WPM that was heat treated or MB if treated with methyl bromide

进行热处理的打上HT，如果是甲基溴熏蒸，打上字母MB。

Paper certification will no longer be required since the markings on the WPM will serve as certification to an APHIS inspector. 

纸制的证书不再需要，因为APHIS的检查员可以看到在WPM上作为证明的标记。

The following are exempt from the new regulation:

下列项目可以不受新规定的制约：

WPM made entirely of manufactured wood material such as particle board or plywood

木制包装完全是由合成木制造的，例如胶合板或者是刨花板

WPM made entirely of thin pieces of wood of 6mm thickness or less

全部是有6毫米或者以下的木材制造的。

WPM made of Canadian origin wood

木制包装由原产地为加拿大的木材制造

This rule applies to WPM imported on or after September 16th.  Any WPM imported not in compliance with ISPM 15 will not be allowed to be treated or destroyed in the U. S. but must be re-exported. 

这个规定在9月16日生效，任何不符合ISPM15规定的带有木制包装的进口产品将不允许在美国处理或销毁，必须被重新出口回（原产国）。

Non-compliant WPM may be separated from the imported merchandise only if the inspector determines that the separation can be performed without pest escape, however, a user fee will be assessed.

在检查员认定对货物的分检不会造成虫类的逃逸时，检查人员将会把含有不符合规定的木制包装的产品从整个进口产品中分离出来。无论如何，这将产生一笔相应的费用。

Foreign suppliers may comply with ISPM 15 prior to the official effective date if they so desire.

如果国外供应商愿意，可以在ISPM15官方生效日前就执行新的标准。
